I was wondering if this place has ever been opened or if it is just an empty property, as I cannot remember ever seeing it open or even remember what was there before?

It was a video rental shop. It had a couple of ancient computers you could hire by the half hour too, although it would be generous to call it an "internet cafe". It must be not far off a decade ago it shut, but despite the signage fishnchickn has never got beyond installing the signage.
