Hillfoot Street Fly-Tipping

Not sure how best to tackle this, but someone keeps putting their bin bags out at the corner of Hillfoot St/Roselea Drive.
Normally it's just a nuisance, but now that the gulls are back (!) they bags are being ripped open. Really don't want to face several months of rubbish strewn up and down the street.
If you know who's leaving the rubbish there, can you have a word please? I guess I should also contact Clean Glasgow for advice.
