Back Court & Bins

This may be treading old ground but does anyone have a bit of a nightmare when it comes to this kind of stuff?
Our neighbours pile up bin bags against a wall in the back court when the bins are only a few feet away. I know it's easier to just open the back door and throw but c'mon. They also fill the blue bins with normal rubbish bags, glass bottles and all. There are 2 tenement closes sharing the one back area and I know a lot of the bags are outside the close next to mine so I suspect it's one or two in there who are it at.
The binman are shocked whenever they do the pickup. They are so annoyed by this but also slightly baffled by the sheer laziness when there is plenty of bin space for all. It's really horrible to see this as I actually care about the back court. I just dread to think what their houses must be like.
Sorry for the moan but just wondered if anyone else has these kinds of issues and what you generally do about it.

Mort, the laziness and selfishness of some people takes your breath away. Start off putting put a big notice where the bags are being dumped. If they ignore (which they probably will) contact Environmental Health and tell them vermin will become an issue if this isn't nipped in the bud.

I have also found this to be a problem. The laziness of some people to just refuse to open a bin cupboard is horrifying. We had one incident where there cat litter left all over the street. I have now reported it to Environmental Health and am hopeful this might resolve the issue. Although I suspect there is no cure for laziness.

I had environmental health out for the same issue. They sent a message giving 10 days to improve or they would come and clear the court and charge everyone. Did the trick...

I'll try the sign idea and then the environmental health route if it continues. The bin men cleared a large pile of bags the other day so I just wonder how long it'll take to build them back up again. Here's hoping it won't come to that.
