Rubbish left at close

I live in one of the tenements and one of my neighbours instead of binning their rubbish in bins at the rear of building, stores bags at the close in front of their door and just bins them every so often. At the moment there are 7 bags and quite terrible smell at the close. Maybe someone had similar issue and has some suggestions how to resolve it. Can't believe people do such things.

Many thanks for all replies, I know what to do now. There are young people living in that flat and I think they just don't care.

Autumn - just realised i missed out a crucial point. She uses the rubbish chute which doesnt align with the bin meaning the bin shed floor is full of nappies. I dont live in a tenament with a back yard. Its a closed bin shed (well should be closed when people bother to shut the doors) And from the rubbish on said floor, it is mainly nappies. I dont know about you but if I had a baby id made sure the nappies were in a nappy sack at least. Helps a bit with the stench. Also the bin men dont seem to pick up the loose bits of rubbish which miss the bin lorry, again if there was less loose rubbish, there would be less to miss the lorry! Common Sense?

That sounds like a job for the environmental health - you should give them a call.
sometimes all it needs is to chap on the neighbours door and explain that it is causing a problem, that's the problem with a lot of tenements those days is that neighbours don't take the time to get to know each other any more

Is your neighbour elderly? With the high bins that are supplied maybe they cant reach them so store their binbags in the close for a relative to take them down when they appear.If so a neighbourly option would be to take the bins out for them. If not then there is an issue.Why not talk to them to let them know. If they are not approachable then GCC environmental might be able to help.Anon I don't understand your problem whether rubbish is put individually or in a bin bag its still put in the bin? All rubbish stinks there has always been a problem with rats in the tenement backyards I'm sure stinky nappies aren't the only cause of the problem.Probably why GHA aren't interested.

We had a similar issue - bags of garbage, including nappies, piled up in the close. The smell was awful. We contacted Glasgow City Council Environmental Health Services. The issue was quickly resolved.

Not exactly the same but I have a neighbour who likes to put individual bits of rubbish in the rubbish bin. Mainly baby nappies. I have 1 neighbour with a baby so know exactly who it is. Housing Association arent interested. The council have even out rat traps in but it hasn't deterred her.
